1主题内容与适用范围
本规范规定了本公司乳粉生产厂区环境、厂房及设施、机械设备、管理机构与人员、卫生管理、生产过程管理、质量管理、标签、管理制度的建立和考核等方面的良好生产规范。
本规范适用呼伦贝尔福泉乳业有限责任公司范围内生产脱脂乳粉、全脂乳粉需建立、保持和实施的条件,以确保产品安全,质量符合法律法规和国家标准,及市场和客户的要求。

(3) 产品安全性验证
认证机构应根据认证风险情况实施抽样检验并确定检验项目,每年度至少对获证企业进行一次证书覆盖范围内产品的抽检。在证书有效期内,抽检应涵盖证书覆盖范围内的所有产品。抽样样本应从企业成品库或生产线末端的合格品中随机抽取。样品应由有资质的并获得认可机构的实验室认可检验机构检验。

乳制品企业GMP、HACCP认证项目介绍
婴幼儿奶粉事件是一起重大的食品安全事件,不仅给婴幼儿的生命健康造成损害,给社会稳定和国家形象带来负面影响,更使我国奶业发展陷入严重的困难和危机。婴幼儿奶粉事件的发生,集中反映了我国奶业发展中长期积累的矛盾和问题,但同时也为奶业通过整顿向更高层次迈进提供了难得的契机。改革开放特别是上世纪90年代以来,我国奶业持续快速发展,目前正处在从数量扩张向整体优化、提高素质转变的关键时期,具备了进一步发展的基础。同时,我国乳品人均消费水平还比较低,进一步发展仍有很大空间和潜力。
对此,国家发改委等13部委联合制定了指导我国奶业稳步、健康发展的《奶业整顿和振兴规划纲要》。《纲要》指出:我国奶业的发展要“以建设现代奶业为总目标,以全面加强质量管理和制度建设为核心,以整顿乳制品生产企业和奶站、规范养殖为重点,努力开创奶业发展新局面,并推动食品行业的质量安全和监管水平的全面提升”。其中的重点目标即是要求乳制品生产企业“到2009年10月底前,建立良好生产规范,使奶业发展在制度化、规范化建设上迈出重要步伐”。其具体任务与措施是:“建立严格的乳制品生产企业质量管理制度。所有乳制品生产企业要限期执行《乳制品企业良好生产规范(GB12693)》,三年内必须全部达到标准,达不到标准的,必须停产整顿。婴幼儿奶粉生产企业应当实施危害分析与关键控制点(HACCP)体系,并鼓励其他乳制品生产企业参照实施”。
在此背景下,国家认监委起草制定了《乳制品生产企业良好生产规范(GMP)认证实施规则》和《乳制品生产企业危害分析与关键控制点(HACCP)体系认证实施规则》,将启动国家统一的“乳制品生产企业良好生产规范(GMP)”、“危害分析与关键控制点(HACCP)体系”认证工作。
